Is this Norway? It's normal for there to be no snow in mid-March?

Yes, that's southwestern Norrway. I live close to sealevel with the gulfstream at our doorstep that produces rather mild and unstable weather so it is not unusual to not have snow in march but it is also possible to get snow in april or even may but it seldom lasts for more than a few days. On higher altitudes and inland it's a different story. Also climate change plays a role since I have been told that 50 years ago there was much more snow and colder temperatures during winter season.
